Doing Business with the District

The District purchases a variety of goods and services, most of which are purchased through a competitive procurement process. As a municipal government it is our responsibility to ensure that tax dollars are spent in a transparent, responsible, and fair manner while ensuring the maximum benefit for each tax dollar spent.

The District's Procurement Policy can assist you in understanding how the District does business.

Bid Opportunities

To purchase a printed copy of a Bid Document you must contact the specific department that has issued the documents, and some Bid Opportunities may also be available on Biddingo.

Please note:  there may be fees associated with the provision of documents by the District as outlined in our General Fees and Charges.

Application of District Policies (COVID-19, etc.)

Contractors and volunteers are subject to all District policies and procedures including those related to COVID-19. The following policies, including appendices, apply to all District employees, contractors, volunteers, students, members of Council and members of Council appointed Committees (all of whom will be referred to as employees). For the purposes of the policies and appendices, a workplace includes any land, premises, location or thing at, upon, in or near which a worker works; indoors or outdoors. 

COVID-19 Screening, Masking, Hand Washing, and Hand Sanitizing

All visitors, including contractors and volunteers, will be required to follow the workplace specific COVID health and safety information when present in any District workplace. If you have questions about the specific District workplace you will be attending, ask your District Contact. Workplace specific requirements are posted at each location, in general, they include, but are not limited to:

  • HSW-214 Visitor Screening guideline
  • Daily screening must be completed prior to entering any District workplace. Screening forms are available below and must be sent to your District Contact:
    • Contractors attending a site before a contract has been awarded are attending as a visitor and must complete the following screening form: https://online-forms.muskoka.on.ca/HR-Forms/COVID-19-Visitor-Screening-Questionnaire-4 
    • Contractors attending a site after the contract has been awarded are attending as a Contractor and must compete the following screening form: https://online-forms.muskoka.on.ca/HR-Forms/COVID-19-Contractor-Volunteer-Screening-1 
    • Volunteers must complete the following screening form: https://online-forms.muskoka.on.ca/HR-Forms/COVID-19-Contractor-Volunteer-Screening-1 
  • Wearing a surgical / procedure mask when entering, exiting, and/or moving around any District workplace - if you are walking, you are wearing a mask. 
  • Regular hand washing with soap and water and/or hand sanitizing.

Construction Act

Information is available to District construction contractors on Prompt Payment and a sample Proper Invoice.  Please note that the prompt payment and adjudication provisions of the Construction Act do not apply to a contract or subcontract entered into on or after October 1, 2019 if a procurement process was commenced before October 1, 2019.

Disposal of Surplus Assets

From time-to-time, the District may declare assets surplus and/or obsolete. These assets are disposed according to Muskoka's Disposal of Surplus Assets Policy.  We use GovDeals to dispose of surplus assets.
