Notice of 2025 Development Charges By-Law Adoption

Commensurate with the provisions of the Development Charges Act, 1997 (D.C.A.), the District of Muskoka (District) has undertaken a Development Charges Background Study (D.C.B.S.) and has distributed the study and draft by-law to the public. The following provides a summary of the key dates in the Development Charges (D.C.s) by-law process:

  •  July 18, 2024 – Release D.C.B.S. and draft by-law;
  • August 8, 2024 – Public Meeting of Council;
  • September 16, 2024 - Addendum to 2024 D.C.B.S.;
  • October 21, 2024 – Anticipated passage of the D.C. By-law; and
  • January 1, 2025 – Anticipated date of by-law commencement.

The purpose of the addendum to the July 18, 2024 D.C.B.S. is to provide for revisions to the calculation of the charges arising from changes to the capital program for Wastewater (WW) Services. The revisions to the WW rates are as a result of the recently announced funding from the Housing-Enabling Water Systems Fund (HEWSF). On September 11, 2024, the Province announced that the District was successful in its application for funding under HEWSF and will receive $50.6 million for projects related to the Mountview Wastewater Treatment Plant (WWTP) decommissioning and Golden Pheasant infrastructure improvement suite of capital projects.

The refinements are detailed in Report 10(2024)-4 2025 Development Charges (DC) By-Law Passage Update and will form part of the D.C.B.S. for Council’s consideration and approval prior to adoption of the DC by-law. A revised draft proposed by-law is included in the report which contains the updates to the calculated charges.

Given the significant value of the HEWSF grant, an Addendum to 2024 Development Charges Background Study was issued to the existing background study that was released on July 18, 2024. The addendum includes updated calculations under the wastewater services section of the background study for capital projects funding the. The impact of these updated calculations is a decrease of the Wastewater Services DC recoverable costs of approximately $7.2 million. This decrease results in a reduction of the 2025 DC rates of $657 for a single-detached dwelling and $0.35 per square foot for non-residential.
