Regional Health Services Funding Request Program

The District Municipality of Muskoka is pleased to announce the availability of funding through the Regional Health Services Reserve Fund for eligible health service organizations serving Muskoka residents. This funding opportunity supports capital projects that align with the District's strategic priorities and address demonstrated community health needs. 

Application Period: Applications will be accepted from  May 1 to May 30, 2025. 

Eligible Organizations 

  • Health service providers including hospices, mental health facilities, and other organizations delivering essential health services to Muskoka residents 
  • Hospitals delivering specialized regional health services to Muskoka residents that are not covered by other existing funding policies 
  • Organizations must demonstrate a proven track record of delivering effective health services 
  • Applicants must serve Muskoka residents as their primary population 

Eligible Projects 

Funding is limited to capital projects involving: 

  • Construction or expansion of healthcare facilities 
  • Major medical equipment purchases necessary for service delivery 

Note: Projects must not have been initiated or completed prior to funding approval. Operational costs are not eligible for funding. 

Funding Criteria 

To qualify for funding, capital projects must: 

  • Align with the District's strategic healthcare priorities, particularly Objective 5 (Community health and wellbeing) and Objective 8 (Future thinking)
  • Demonstrate that all other funding sources have been leveraged (provincial grants, community donations, fundraising) 
  • Show clear community need and support through evidence-based assessments 
  • Present a detailed operational sustainability plan 

Funding allocation may be proportional to the population served in Muskoka relative to the total population benefiting from the project. 

Strategic Alignment

Projects should demonstrate alignment with Muskoka's Strategic Plan objectives, in particular: 

  • Objective 5: Community health and wellbeing – Connect residents of all ages, stages, and circumstances to the health and social supports they need               
  • Objective 8: Future thinking – Plan and invest in services and infrastructure that Muskoka residents and communities need now and in the future

Application Requirements 

Applicants must submit a comprehensive business case that includes: 

1. Strategic Alignment 

  • How the project aligns with Muskoka's strategic objectives 
  • Community need and support for the project 

2. Project Impact 

  • Detailed benefits to Muskoka residents 
  • Number of Muskoka households served and total households served by the facility 

3. Financial Information 

  • Evidence of financial sustainability through historical financial statements 
  • Forecasted financial plan showing how the proposed investment will enhance service delivery 
  • Analysis of risks, projected revenues, and operating costs 
  • Documentation of other secured funding sources 

4. Implementation Plan 

  • Project milestones and timelines 
  • Risk management strategies 

Application Process 

  1. Submit your written application online by May 30, 2025 at the following link: Regional Health Services Funding Application
  2. Applications will be evaluated based on alignment with strategic priorities, project outcomes, financial viability, and risk management 
  3. Funding recommendations will be made during the annual business planning and budget process 
  4. All funding decisions are subject to District Council approval and availability of funds 

Funding Agreement 

Successful applicants will enter into a funding agreement with the District that specifies: 

  • Terms and conditions of funding 
  • Milestone-based fund distribution 
  • Annual progress reporting requirements 
  • Recognition requirements 

Available Funding 

The current balance of the Regional Health Services Reserve is $367,900.
