The Township of Muskoka Lakes and the District Municipality of Muskoka have jointly appointed members to serve on the Minett Joint Policy Review Steering Committee to review and make recommendations with regard to Official Plan policies as they relate to the Resort Village of Minett.

Steering Committee Chair

James Lewis
Retired civil litigation lawyer, initially a seasonal resident, but a permanent resident for the last 15 years. Singificant mediation experience. Former President of the Rotary Club of Mississauga and Board member of the Muskoka Steamship & Historical Society for ten years.

Steering Commmittee Members

Sandy Baptist
Chartered Accountant, Muskoka business person and successful developer, and a long time seasonal resident of Muskoka. Experience as a college instructor
Peter Gilgan
Founder and CEO of Mattamy Homes. Appointed to the Order of Canada, named to the Order of Ontario, Companion of the Canadian Business Hall of Fame.
Patrick Graver
Lawyer, investor, businessman and seasonal resident of Lake Rosseau. Formerly, Executive Vice President and General Counsel at Barrick Gold with responsibility for both mine and residential development projects around the world. Has written and presented extensively on issues related to land use, resource extraction and mine development.
Rosemary King

Long-time Muskoka business owner and permanent resident of Muskoka. Elected to both School Board and municipal positions. Deep knowledge of the Muskoka realty market. 

Colin Love
Graduated with a Bachelor of Science from the University of Toronto and earned a Bachelor of Education (including a teaching certificate) from Queen’s University. Holds a management position in the Toronto and Region Conservation Authority
Deborah Martin-Downs
Long-time seasonal resident on Lake Muskoka and currently Vice President of the Muskoka Lakes Association. Holds a Bachelor of Environmental Studies from the University of Waterloo and a Master’s degree in Zoology (fish biology) from the University of Toronto. Approximately 30 years’ experience as private sector environmental consultant and conservation area executive.
Sandy McNair
Holds an undergraduate degree in Business Administration from the University of Western Ontario. Senior executive positions with responsibility for real estate, hotel and resort development in national corporations. Member MLA and Kettles Associations and Board member Breezy Point Road Association. Long-time seasonal resident of Muskoka Lakes.
Ian Newell
Graduate of Queen’s University with an undergrad degree in engineering and also holds MBA from Western University. Past president of the Royal Muskoka Island Association. Seasonal resident on Lake Rosseau for over 30 years.
Frank Pottow
Approximately 30 years of experience as a professional private equity investor and fund manager. Long-time seasonal resident of Muskoka Lakes.  Currently on the Boards of both Friends of Muskoka and the MLA.
Walter Prychidny
Business owner and successful developer in Muskoka and elsewhere. Extensive hospitality industry experience. Seasonal resident of Muskoka.
Michael Sneyd
Graduate of the Honours Business program at Western University and the Graduate program in Estate Management at Reading University. Over 30 years of senior executive experience in several resort and property development corporations working in North America and the Caribbean.
Laurie Thomson
Graduate of Queen’s University with an undergrad degree in economics; Harvard, MBA and post-graduate training in psychoanalytic psychotherapy. President and Director of Friends of Muskoka and former national Chair of the Nature Conservancy. Long-time seasonal resident of Muskoka.

Alternate Members

Massey Beveridge
Has been a seasonal and is now a permanent resident of the Township of Muskoka Lakes. Is a retired physician and has published extensively in medical journals in Canada and abroad.
Susan Lloyd Swail
Holds a graduate degree in land use planning from York University. Has extensive experience in policy analysis, stakeholder relations and facilitation. A former municipal councillor in King Township. Seasonal resident of Muskoka Lakes.
Anne McCauley 
Professional planner with significant GTA planning experience. Holds Bachelor’s degree in Geography from Carleton University and a Master’s degree in Urban and Regional Planning from the University of Guelph. Director on the Board of the Muskoka Lakes Association and a seasonal resident of Muskoka Lakes. 
Brian McElwain
Holds undergraduate degree in Actuarial Science and a Post Graduate Diploma in Computer Science from the University of Toronto. Has held senior executive positions in several data and technology  companies. Has been a licensed Real Estate Agent with a focus on selling properties in Muskoka for over a decade. Past President of the MLA and has served on the Muskoka Watershed Council

The Steering Committee members will be responsible for reviewing District and Township Official Plan policies as they relate to Minett. In addition the Committee, will make consensus based recommendations to the Councils, and may undertake discussions about Township of Muskoka Lakes zoning By-Laws and issues like recreational carrying capacity, water quality, natural character, and the long term economic impact of the Minett development.

There is no remuneration for Steering Committee members.

Recruitment Process 

The Councils focused on recruiting a highly engaged, open-minded, “skills based” Steering Committee comprised of individuals who can bring mix of skills, expertise and perspectives to the review Official Plan policies and recommendations, while also ensuring that the unique and diverse needs of the people and businesses of Muskoka are acknowledged and taken into account.
