Engineering and Public Works

The Engineering and Public Works Department is responsible for municipal drinking water and sanitary sewage works; Muskoka’s District Roads; treatment and disposal of sewage from septic and holding tanks; collection, diversion and disposal of solid waste; and the management of the Port Carling Locks, including the James Bartleman Island Park.

The public works vested in the District Corporation include 8 sewage systems, 9 waterworks, 9 hauled sewage lagoons, over 700 kilometres of highway, 50 bridges and 10 landfill sites & transfer stations.

The Department is organized into four divisions, each with a Director reporting to the Commissioner. For a list of each division's function, click below.

  • Construction Projects, Environmental Assessment, Engineering, Design, Construction Supervision and Contract Administration 
  • Development Approvals, Servicing Agreements
  • Administration of Ministry of Environment Approvals Transfer Program
  • Operation and Maintenance of Port Carling Locks and James Bartleman Island Park


Water and Sewer Operations
  • Operation and Maintenance of Municipal Water and Sewage Works in Muskoka, including those in Bracebridge, Gravenhurst, Huntsville, Bala, Port Carling, MacTier, Port Severn, Port Sydney and Baysville.


Roads and Waste Management
  • Construction and Maintenance of Roads, Bridges and Culverts
  • Signs, Traffic Signals, Line Painting, Traffic Surveys, Permits
  • Road Needs Assessment, Long Range Planning, Construction Program Development
  • Collection, Diversion and Disposal of Solid Waste
  • Management of Hauled Sewage Lagoons


Environmental Services
  • Construction and/or Upgrading of Water and Wastewater Treatment Plants, Major Pumping Stations, Trunk Mains and Reservoirs
  • Implementation and Upkeep of Control and Data Acquisition Systems for Water and Wastewater Works
