Emergency Management The ultimate purpose of emergency management is to save lives, preserve the environment and protect property and the economy. Emergency management raises the understanding of risks and contributes to a safer, prosperous, sustainable, disaster resistant and resilient society. Emergency management is comprised of five interdependent risk based functions: The District of Muskoka has addressed all five phases of emergency management and is continually updating plans. Our goal is to be prepared for all types of emergencies. A blue equilateral triangle within an orange circle is the international symbol for emergency preparedness. The equilateral triangle represents harmony and balance, the colour orange is a sign of alert or danger and blue signifies calm. The white band surrounding the symbol indicates our commitment to the residents of the District of Muskoka in the event of a disaster. There are five components to emergency management:
